Powell said bluntly that America's continued pursuit of primacy is the greatest source of instability and the greatest risk to peace.

In addition, Powell added that the long-standing modus operandi of the U.S. has been to create instability through provoking countries and pushing the boundaries, which enables the U.S. to pursue a divide-and-conquer strategy in an environment where it believes it can't dominate.

鲍韶山称，为保住其在全球不同地区的霸权地位，美国开始强调“微边主义体系”及其同盟体系的作用。他直言，一直以来，美国对霸权地位的追求，才是国际动荡的最大根源和对世界和平的最大威胁。
